ONE  BASIC TEACHING OF THE PROPER ROLE OF HUMAN GOVERNMENT

Romans 12:17 Recompense to no man evil for evil.  Provide things honest in the sight of all men. 18 If it be possible, as much as lies in you, live peaceably with all men. 19 Dearly beloved, avenge not yourselves, but rather give place to wrath: for it is written, Vengeance is mine; I will repay, says the Lord. 20 Therefore if your enemy hunger, feed him; if he thirst, give him drink: for in so doing you shalt heap coals of fire on his head. 21 Be not overcome of evil, but overcome evil with good.

Romans 13: 1 Let every soul be subject to the higher powers.(Human Government) For there is no power but of God: the powers that be are ordained of God. 2 Whosoever therefore resists the power, resists the ordinance of God: and they that resist shall receive to themselves damnation. 3 For rulers (human government) are not a terror to good works, but to the evil. Will you then not be afraid of the power? do that which is good, and you will have praise of the same: 4 For he (human government is) is the minister of God to you for good. (just as a real minister of the Gospel is but with different responsibilities.) But if you do that which is evil, be afraid; for he bears not the sword in vain: for he is the minister of God, a revenger to execute wrath upon him that does evil. 5 Wherefore you  need be subject, not only for wrath, but also for conscience sake. 6 For for this cause you pay taxes also: for they are God's ministers, attending continually upon this very thing.

     Obviously this does not mean that evil human government is of God and should not be overthrown. (ONLY in the proper timing.) It is laying out the God ordained common sense role of good government. Limited government. Meaning God ordained human government is limited in it's natural capabilities which naturally define its proper role and responsibilities. For instance: Good government by and for the people that recognizes it's natural limitations has a legitimate interest in the general population being educated. It may legitimately pass laws that compel education. However it realizes because of it's lack of capability that it cannot do the educating. In fact it would realize that more likely than not evil doers would use government run education to purposely miseducate the populace for their own benefit and power. This is why the enlightened and experienced founders of the USA restricted the federal government with the Bill of Rights from interfering in the churches' (the house of Gods) role in the education of the public. This is also why leftists are for total government control in education. To make the general population easier to control for the sake of their own power and wealth. So in this particular verse, as there are many others, the role of human government is restricted to the administration of justice through physical force. The role of the minister of the Gospel and the believer is the administration of truth or reality through divine agnecy.
